MIDI export has wrong tempo

This one seems exceptionally weird. I exported a vocal part to MIDI (for input to SynthesizerV). I did all the converting it to vocals, then added the result into a Cubase project, along with the underlying accompaniment. However, when I played them together, at one point they got out of synch.
There are some tempo changes in the song, and basically, the MIDI output "missed" one. It went from 140 to 170, but the MIDI still had 140. I was able to fix it in SynthesizerV, but I can't figure it out. I opened the MIDI file in Dorico, and sure enough, it showed 170 and 140 at the same location, but somehow the 140 "won".
The WAV output from Sibelius definitely honors the 170 tempo change. No idea how this might've happened. There were 4-5 vocal parts, all had the bad tempo.
I've attached the original SIB and one of the MIDIs.
