Independent Time Signatures

I'm a long time Finale user, and for the most part I'm pretty satisfied with it. However......
The Independent Time Signature (ITS) function is pretty buggy. I have 3 questions:

1. Does Sibelius support ITS's?
2. Do the standard edit commands (ie. copy/paste) work well with ITS's, or are there spacing problems (not just with notes, but expressions and articulations as well) ?
3. Does Playback work properly with ITS's?
